01 The friction we remove

What a citizen’s day shouldn’t look like.

Six everyday failures of disconnected departments — and the digital counter-fix for each. No accordions to hunt through: the fix is printed on the ticket.

TKT-01RECEIVED

Five offices for one certificate

The citizen runs between departments because no one can see the whole file.

What we build: a single application record that moves across departments — verified once, visible everywhere, with the citizen tracking it online.

  • Single application record
  • Cross-department movement
  • Online status tracking
TKT-02RECEIVED

The same documents, submitted again

Every scheme and service asks for papers the government already holds.

What we build: a verified document wallet — once issued, reused across services with consent, eSign and full audit history.

  • DigiLocker integration
  • Consent-based reuse
  • eSign verification
TKT-03PENDING

Files that vanish in the system

A movement register is not a track record — nobody knows where the file sits.

What we build: digital file movement with timestamps, reminders and escalation — every approval attributable to a person and a moment.

  • Digital file tracking
  • SLA timers & escalations
  • Attributable approvals
TKT-04PENDING

Grievances that echo into silence

Complaints are registered, then disappear — with no officer clearly accountable.

What we build: a grievance desk with owner assignment, SLA clocks and closure proofs — and escalation that happens on its own.

  • Auto owner assignment
  • SLA & escalation matrix
  • Closure proof to citizen
TKT-05RECEIVED

Schemes citizens never hear about

Benefits exist but awareness doesn’t — eligible people miss the window.

What we build: eligibility-aware scheme discovery — citizens see what they qualify for, apply in minutes and track the benefit to their account.

  • Eligibility matching
  • Multilingual outreach
  • Benefit tracking
TKT-06PENDING

Counter queues for simple payments

Taxes, fees and bills still mean a queue, a receipt book and reconciliation by hand.

What we build: online and counter collections on one ledger — UPI, cards and receipts reconciled automatically against every demand.

  • UPI & card collections
  • Auto reconciliation
  • Digital receipts

02 The service line

One request, routed like public transport.

Follow a citizen’s request across departments — every interchange handled by the platform, not by another visit.

REVENUE RECORDS HEALTH EDUCATION UTILITIES PERMITS CITIZEN PAYMENTS

Sample network — your departments mapped line by line in discovery.

Land, tax and records without the queue

What we usually find Registers in one office, payments in another and no shared view of what a citizen owes or owns.

What we build A revenue module linking property, demand, collection and receipt — visible at the counter and online.

  • Property & demand records
  • Counter + online collection
  • Receipt & ledger sync

Certificates issued in days, not weeks

What we usually find Applications on paper, verification by hand and no way for a citizen to check status.

What we build Online applications with digital verification, eSign issue and downloadable certificates with QR authenticity.

  • Online applications
  • Digital verification
  • eSign + QR certificates

Public health that knows its people

What we usually find Facilities reporting separately, stock tracked in registers and schemes reaching fewer than they should.

What we build Facility dashboards, beneficiary records and scheme delivery tracking — from sub-centre to district.

  • Facility reporting
  • Beneficiary registers
  • Scheme delivery tracking

Students, schools and scholarships in one record

What we usually find Enrolment, attendance and benefits in separate files — drop-outs found too late.

What we build Student-level records with attendance signals, scholarship tracking and school-level dashboards.

  • Student information system
  • Scholarship tracking
  • Early-warning signals

Utilities that bill, collect and reconcile themselves

What we usually find Demand registers, manual receipts and reconciliation that takes weeks after month-end.

What we build Meter-to-cash digital billing with UPI collections, arrears tracking and automatic reconciliation.

  • Digital demand & billing
  • UPI & card collections
  • Arrears & reconciliation

Permits with visible rules and timelines

What we usually find Approvals moving between tables, timelines unknown and applicants chasing clerks.

What we build Rule-based online permits with defined SLAs, digital scrutiny and status the applicant can watch.

  • Rule-based workflows
  • SLA-timed approvals
  • Applicant status view

A front door that works in every language

What we usually find Multiple portals, inconsistent information and forms that assume the citizen is patient.

What we build One multilingual citizen portal — services, applications, payments and grievance on a single login.

  • Multilingual access
  • Single citizen login
  • Mobile-first design

Every rupee accounted for, on the day

What we usually find Counter cash, bank entries and departmental ledgers reconciled by hand, days later.

What we build A collections ledger that matches every payment to its demand — online, counter or bank — automatically.

  • Unified collections ledger
  • Auto demand matching
  • Finance-ready exports

03 What we build

Modules issued like identity cards.

Each module stands on its own — start with the service that hurts most and issue the rest when the department is ready. One platform, one citizen record.

Citizen service portal

Multilingual front door for every service, application, payment and grievance — on web and mobile.

File & approval workflow

Digital file movement, noting, approvals and escalations — every action attributable and timed.

Grievance redressal

Registration to closure on one desk — owners, SLAs, escalations and proof of resolution.

Scheme & benefits delivery

Eligibility, application, sanction and benefit tracking — with leak-proof beneficiary records.

Records & documents (DMS)

Scanned legacy files, digital records and certificates with search, versioning and retention rules.

Billing & collections

Demand generation, UPI/card payments, receipts and reconciliation across taxes, fees and utilities.

RTI & compliance desk

RTI intake, routing and statutory replies — with compliance reporting built into the workflow.

Executive dashboards

Department-wise pendency, SLA health, collection and scheme progress — for reviews that end in decisions.

05 How the rollout runs

Phased like a file that knows its way.

No big-bang transformation — a department or district goes live first, proves it, and the rest follows with the playbook already written.

  1. PHASE 01
    Process & compliance audit

We map the citizen journey, the file movement and the statutory rules behind each service.

Leaves behindprocess map + compliance checklist
  2. PHASE 02
    Governance blueprint

Modules, roles, integrations and SLAs agreed with department heads — and approved before build.

    Leaves behindapproved release plan
  3. PHASE 03
    Build & integrate

Platform built on your rules of business and wired to payment gateways, eSign, DigiLocker and existing databases.

    Leaves behindworking first release
  4. PHASE 04
    Pilot department / district

One wing runs on it with real citizens — we tune until officers stop asking for the old file.

Leaves behindproven workflows + trained staff
  5. PHASE 05
    Scale & support

Roll out across departments and locations, with support, training and new services added on the same base.

    Leaves behindplatform that keeps compounding

06 Interoperability

One gateway between systems and citizens.

Hover a lane to route it through the gateway. We integrate with the national infrastructure and the systems you already run — nothing gets ripped out.

Updated Draft for review

Your information, handled with purpose. This draft explains the information collected through the MADDS website, why it is requested, and how to contact us about it.

Information you choose to share

When you send an enquiry or project brief, we collect the details you enter: your name, email address and message, together with any company, phone, country, industry, service interests, budget or timeline you choose to provide. Newsletter sign-ups collect your email address and subscription status.

Please do not include passwords, payment-card details, identity documents or sensitive personal information in general enquiry forms. Only share information about another person when you are authorised to do so.

How that information is used

  • Enquiries and proposals: to understand your request, reply to you and discuss a potential project.
  • Project communication: to coordinate agreed work and maintain relevant business records.
  • Optional updates: to manage a newsletter subscription you request. You can ask to stop these messages at any time.
  • Site operation: to maintain forms, investigate technical problems and protect the website against misuse.

Submitting an enquiry is not, by itself, an instruction to subscribe you to marketing messages. Any permission needed for an additional purpose should be requested separately.

Website technology and service providers

Security cookies help the site's forms work correctly. The website also loads fonts and interface libraries from external services, including Google Fonts, Cloudflare's cdnjs and jsDelivr. When your browser requests those files, the provider receives connection information such as your IP address and browser details.

Hosting, email and technical-support providers may process information needed to operate the service. The live provider list, hosting locations and any international transfers must be confirmed before this draft becomes a final notice. Read the Cookie Policy for more detail about website storage.

Retention and security

The proposed approach is to keep enquiry and project records for as long as needed for the relevant conversation, agreed services, record-keeping duties and dispute resolution. Subscription information should be reviewed when someone unsubscribes. Specific retention periods and deletion processes still need to be confirmed by MADDS.

No website or transmission method can be guaranteed completely secure. Access controls, hosting safeguards and backup arrangements should be reviewed against the information being handled.

Your choices and requests

You may contact us to ask about information you supplied, request a correction or deletion, or withdraw a newsletter request. Rights and exceptions depend on the applicable law and the circumstances. We may need reasonable information to verify that a request relates to you before releasing or changing records.

For a privacy question or concern, email info@madds.io with the subject “Privacy request”. This contact route does not limit any right you may have to approach the relevant authority.

Children and changes to this notice

The website presents business services and is not intended to collect information from children. Contact us if you believe a child has submitted personal information. When this notice changes, the revision date will be updated so you can identify the latest version.
